Kuroshio Ocean Education Foundation (KOEF) was founded in 1998 and is the first non-profit organization with emphasis on marine wellbeing in Taiwan. For decades, KOEF has taken efforts on whale and dolphin conservation and relevant marine issues, with passionate involvement in environmental education and scientific investigation.

KOEF has been dedicated to the conservation of cetaceans for over 2 decades. In 2021, we initiated the Ocean Oasis Project, aiming to apply for the Important Marine Mammal Areas (IMMAs) launched by the International Union for Conservation of Nature (IUCN) in 2016, demonstrating a continued commitment to marine conservation efforts.

Our Mission

▶We Care about Marine Lives

Whale & Dolphin Ecological Investigation and Speak Out for Their Welfare
To know more about the migration, social structure, and age recognition of Risso’s Dolphin, KOEF conducted a Photo-ID research project to identify the individuals around Hualien sea area. Also conducted underwater cetacean voice recording of whales and dolphins to construct a wildlife sound database. KOEF is also attentive to issues regarding marine mammal captivity, especially for purpose of display and performance.

▶We Care about the Environment

Marine Debris Monitoring
Collaborate with international environmental groups in solving the problems of marine debris. In 2000, KOEF first introduced the International Coastal Cleanup (ICC) activity for monitoring the marine debris around Taiwan. By cleaning up the coastlines periodically, KOEF was able to generate important data such as the amount and types of litter collected, and come to understand the crisis Taiwanese coastlines are exposed to.

Local Marine Culture Recording and Educational Promotion
KOEF has devoted to marine education promotion through various channels, putting special emphasis on its daily context and relevance. Including publications about local fishery, whale & dolphin documentaries, manual on whale watching guides, workshops, film festivals, exhibitions and voyage tours, all of which consistently communicate and share the beauty of Taiwanese marine culture.
